Project outline
The Project Initiation Note established an integrated development framework for a proposed 300 MW flexible gas-fired power generation facility in Western Australia. The objective was to define the preferred concept, key development requirements and forward work programme needed to support investment decisions and progression into the next project phase.

DORIS developed the Project Initiation Note, integrating the technical, commercial and delivery requirements for the proposed reciprocating-engine power station. The work defined the study basis, site and plant configuration, fuel-gas supply, electrical grid connection, utilities, infrastructure and key third-party interfaces.
The team prepared concept-level CAPEX and OPEX estimates, a development schedule and execution strategy, and identified project risks, opportunities and mitigation measures. Regulatory and environmental approvals, land access, stakeholder interfaces and commercial considerations were assessed alongside market context. The resulting PIN consolidated the business case, established priorities for further technical studies and provided a structured roadmap for progressing the project through development and investment approval.
