Project outline
The Country Level Emissions Assessment provided a comprehensive evaluation of methane and flaring emissions across the upstream oil and gas sector at national level. The objective was to establish a robust baseline, identify major emission sources and infrastructure gaps, and assess technically and economically viable abatement opportunities aligned with the Global Methane Pledge and international reporting frameworks.

DORIS delivered a structured, data-driven national assessment of methane and flaring emissions across upstream assets. This included development of emissions baselines, asset-level source identification, and reconciliation of operator data with internationally recognised calculation methodologies.
The team conducted detailed flaring and venting diagnostics, evaluated infrastructure constraints, and screened technically viable abatement technologies. A techno-economic assessment was undertaken to compare mitigation options, supported by high-level capital and operational cost estimates.
DORIS also developed a prioritised implementation roadmap, identifying short-, medium- and long-term measures, potential funding mechanisms, and policy enablers. The final outputs provided decision-makers with a practical framework to accelerate emissions reductions while strengthening energy security and monetising previously lost gas.
